      <project> - Lists the permanent staff list for a project
      set <project> <phase> <nick> - Sets <nick> as staff for the listed phase
      del <project> <phase> - Deletes staff for the listed phase

      <project> <ep#> <phase> - Inform the system you've begun a phase
      <project> <ep#> <phase> <nick> - Inform the system <nick> has begun a phase
  !finish
      <project> <ep#> <phase> - Inform the system you've finished a phase

      <nick> - Tells the channel what <nick>'s local time is, if set
      <nick> <number> - Sets <nick>'s timezone as an offset to GMT by <number> (for instance, use "-5" for EST, "1" for GMT+1, etc)
